MEDFORD, OR — June 23, 2025 — The Builders Association Southern Oregon (BASO) is excited to announce the appointment of Dr. Joey Minear as its new Chief Executive Officer. A U.S. Air Force veteran, seasoned policy advisor, and community advocate, Dr. Minear brings over a decade of leadership experience in both the public and private sectors to this pivotal role.
With a strong background in legislative affairs, community engagement, and strategic operations, Dr. Minear is poised to lead BASO into a new era of growth and impact for the region’s building industry.
“I am honored to serve as the next CEO of the Builders Association of Southern Oregon,” said Dr. Minear. “I’m committed to championing our members through bold advocacy, meaningful opportunities, and a renewed focus on strengthening the industry that drives our region’s growth. This organization plays a vital role in empowering builders, contractors, and subcontractors to succeed—and that mission is essential to the future of Southern Oregon.”
Dr. Minear most recently served as a Policy Advisor and Field Representative for Congressman Cliff Bentz, where he supported Oregon’s 2nd Congressional District through federal advocacy and stakeholder outreach. A veteran of the United States Air Force, his roles ranged from Program Manager and Contracting Specialist to Lead Inspector and Exercise Planner. He holds a Doctorate in Law & Policy from Northeastern University, a master’s in political science, and a bachelor’s in business administration.
His extensive volunteer work includes serving on the Medford Chamber of Commerce Transportation and Natural Resources Committees, the Jackson County Veteran Advisory Committee, and the Community Volunteer Network Board of Directors.
“The three things that I am looking forward to the most,” Dr. Minear added, “are growing our membership, advocating for better building policies, and growing community involvement with our organization.”

Dr. Minear steps into the role following the recent interim leadership of Brad Hicks. His vision is aligned with BASO’s commitment to building a stronger, more connected Southern Oregon—one project, one policy, and one member at a time.
